Eagle Bluff Elementary and the Onalaska Kindergarten Center were built in 1999, and the first classes began attending on Thursday, August 26, 1999. A formal dedication and open house were held on Sunday, October 3, 1999.

The building, with a total of 118,807 square feet, had one wing devoted to the Onalaska Kindergarten Center (until the spring of   2015), other wings housing grades 1-5, and separate classrooms for art, music, speech, and other special classes. A library, gymnasium, computer lab, and multipurpose room are also included.

Students from  pre-k through fifth grade attend. The first students at Eagle Bluff came from three Onalaska schools: Fauver Hill Kindergarten Center, Northern Hills Elementary, and Irving Pertzsch Elementary.

Audrey Penner served as the first principal of Eagle Bluff from 1999-2003. Todd Saner joined as associate principal in the fall of 2000. When Mrs. Penner left to teach at Viterbo University, Mr. Saner became principal of Eagle Bluff in the fall of 2003.
